Strategic Design Advice - HM PRISON SERVICE

Objectives

b:ssec undertook a Carbon Trust supported Strategic Design Advice Project for HM Prison Service and the Ministry of Justice’s National Offender Management Service (NOMS) . The aim of the project was to develop a phased strategy for prison construction projects to reduce carbon emissions from prisons over the next ten years. The business case was to be analysed for a series of carbon reduction measures. The results were used to develop a series of illustrative packages of carbon reduction measures for implementation in prison construction projects, responding to tightening Building Regulations and other drivers over the following ten years.

Delivery

b:ssec provided a framework for reference documentation as well as a phased implementation plan of low carbon strategies, intended for use by contractors on the development of prisons across the estate. This included appraised recommendations on energy saving measures, renewables and district heating.

Results

The expected impact of the proposed low carbon design strategy on the future emissions of the prison service was predicted to dramatically increase the carbon savings that will be achieved through replacing inefficient existing buildings with new ones, leading to a total saving of 18k tonnes CO2 by 2020.
